Obama's lack of courage on torture

According to the Huffington Post, the United States Justice Department has closed investigation into all allgegations of torture except for two people that died while torture was occurring.  Where is the moral outrage? Where is the courage to stand up and say this is wrong and should never be condoned?  Obama, at least openly, has said that torture is wrong and will not be continued under his administration, but why are there not more prosecutions?  Did the Nazi's get away with war crimes because they were simply just "following orders"?
The glaring conclusion that is staring all Americans in the face is that if torture were investigated in a more thorough manner, that George W. Bush would be tried for crimes against humanity!  He even admits in his book Decision Points that he would torture again!  Living in the year 2011 one would think that certain practices would no longer be practiced now, such as sexism, racism, homophobia, or torture!  But the beat lives on, and remnants from the Spanish Inquisitions where people were guilty if they confessed or guilty if they didn't still lives with us today.
